Several ways this could be achieved. Basic version is:
Take a short clip (about 1 sec) with lots of movement/parallax.
Duplicate the clip several times along the timeline and reverse the speed of every 2nd clip.
Apply the Posterize Time effect to all clips and set to around 12fps.
Apply some sort of noise/glow/scratches effects to your taste.
