Effect panel not working

I am currently in Premiere Pro CC 2018 and am trying to use transitions. When I click on the effects panel at the top, the screen of premiere turns black. Even when i go to Window, workspaces, and then effects, the same thing happens. All the other panels work fine.

When the screen goes black, go to Window  > Workspaces > Reset to Saved Layout.

If this fixes it, you may have to repeat this a couple of times to get it to stick.

i just had an issue where my effects panel was freezing, the rest of Premiere was working, Reset To Saved Layout and it started working again.
