I tried re installing the software and I tried reset saved layout. I can't seem to get the effects controls to show anything. This is my first time using this software and I can't seem to get that back to show up. Thank you!

As already answered, the problem is that you just hadn't selected (clicked on) the clip in the timeline.

Here is a Premiere Pro tutorial on adding effects that may be helpful:

As someone new to Premiere, these getting started tuts should also be valuable:

You have to have a single clip selected in the timeline for the effects controls to have any effect.     and you don't have anything selected in the timeline.  Also, in the future please just drop an image into the area where you're typing your question.  that way, no one has to download anything.  You might want to start working your way thru some tutorials as this is very basic stuff.

and don't get discouraged.  Premiere is a complex program with amazing capabilities, but simple editing if fairly intuitive and once you've got a handle on the basics, things will usually get much simpler to grasp.

Please do NOT add images via the "attach files" box, as you are then forcing everyone to DOWNLOAD the file to view it outside their browser. Drag/drop the image files directly ONTO your reply box so other users can see them without needing to download unknown strange files.
Thank you!

Ann, didn't I already say that?  of course you said it in a much clearer, more emphatic way...  Maybe we have to ask adobe to give some sort of negative reinforcement to this behavior, like a small shock from the keyboard...  Thanks for your participation here.  You've helped me a number of times.  Just have an excess of snark this morning.

I dont read all posts, so sorry if you did already said that.

Adobe is well aware we want this feature gone. But like everything else with this forum it takes at least a year to get things done.
