Effects order of execution?

What is supposed to be the order of execution of the effects added to a clip?

Here's what I have, a clip with 2 added effects, listed in screen order (I did not show opacity) in effects control panel:

 

motion (order of execution: last)

transform (order of execution: first)

crop (order of execution: middle)

 

It is neither top to bottom nor bottom to top. Help me understand this?

Most intensive effects need to be at the top such as warp stabilizer.

Which motion are you referring to as its a fixed effect.
