Effects tab problem

When i was going to my effects tab, it just lags my whole premier pro. Then when i click on the file tab, it works again. But when i go back to my effects tab again, it lags again and i have to click file again and again

trash the preferences.. hold ALT while premiere pro is launching on the splash screen
