I can't change encoding settings to use hardware.Do you know how to solve this problem?

You need to make sure your video card drivers are compatible. You can't use VBR 2-pass. You can't use High 10 Profile/HDR. You can't do resolutions over 4k. There may be other things that'll knock it off as well.
