Entire Screen Is Flickering Among Other Issues

Hello all, yesterday I upgraded my computer to a ryzen 9 3950x CPU, 32gb ram, and a 3070 EVGA card. I also plopped in a new 1tb gen 4 nvme for the sole purpose of storing files when editing. This is a Windows 10 machine. Everything on my PC still seems to be running fine except for premiere pro. I have updated all drivers and checked premiere pro settings. I uninstalled and reinstalled on the new drive. Nothing seems to be fixing the issue. I tried to uninstall premiere for a second time, but it won't install at all now. Any help is greatly appreciated.

I tried to screen record the issue but it's not showing up in the playback of the screen record with OBS which is even weirder.

Another issue that is occuring is when I pause the preview screen it overly distorts the image and then goes back to normal after a few seconds.

Do not count on Windows to be fully up to date when it comes to device drivers
Go to the vendor site to be sure you have an updated driver for your graphic adapter
•nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us
••for Premiere Pro use the STUDIO driver, not the GAMING driver
•••such as (MAY not be the latest) https://www.nvidia.in/Download/driverResults.aspx/175412/en-in
There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version
