One way to troubleshoot a problem when rendering and/or exporting is to do a smart render and render sections of the timeline until you find the problem clip

https://community.adobe.com/t5/premiere-pro/faq-what-is-smart-rendering/td-p/10648488?page=1

You can also create a new sequence with the same settings and copy the contents of the problem sequence into the new sequence and see if that fixes the problem.

Also, wondering what your source properties are.  Any chance you have material from a screen recording or shot on a smart phone.  If so, the problem may be sources with a variable frame rate

use mediainfo to determine whether your source is variable or constant frame rate

https://mediaarea.net/en/MediaInfo/Download

if it's variable use handbrake to convert to constant frame rate

https://handbrake.fr
and here's a tutorial on how to use handbrake
