I reset the computer and download the program(Premiere Pro) again. However I can't use it because it says error message that the program is not compatible.

My computer has not changed. I just reset and connected one more monitor.

Maybe try re-setting preferences:

Close Premiere.

On Mac hold down shift/command/option and keep holding while you click on the Premiere icon to open the app. Let your system make changes.

Same procedure with Windows but hold down shift/control/alt.

 

Hope that this helps.
