Export bug in Premiere

 Hello, I am quite new to Premiere but I have a lot of issues to export my creations. I got this message 80% of the time and cannot do anything to fix it (sometimes rebooting fixes the issue).

I have absolutely no issue with any other software using gpu or cpu on this machine (and I am using the gpu for ML and games). This sounds very buggy for a "stable" software like Premiere ? How can I fix this ?

Would you please translate the error message in the screen shot for those of us that can't read it?  Maybe include a description of your machine and your workflow?
