Export Settings Not Working

I could be missing something obvious here, but this is how I try to export my video:

The estimated file size is listed as 273 MB. But, when I export it, it goes really quickly and ends up being 13.4 MB.

What am I missing?

That is really just a guess, not an accurate prediction.
