Hello,
I have recently been using handbrake using 2-pass varible bitrate
to compress videos as much as possible with little to no quality loss
at very small file sizes, which has helped a lot with storing and sending
my videos. Another thing I have wanted to do is color correct the video with premiere. But my main
problem is that I can't export the video with the exact same properties. This makes it take much
longer to get the final video because I have to put the video through another lengthy compression
process that can take ages to do at maximum efficency in handbrake.
Is there any way to do this?

Short answer ... no, Premiere doesn't give the options that Handbrake does. I would recommend working the videos first in PrPro to get editing/audio/color/graphics done, then doing an export prior to re-working the export in Handbrake if you need the sharpest file size reduction.
