Final video way too fast after export

The video is made up of a few clips of animation that are all 24fps. When I'm in Premiere Pro I can sync it up to the audio perfectly but as soon as I export it, it becomes too fast and is really out of sync with the audio. I have tried to export it at 24fps and it does this. I have also tried to export it at 12 fps to try and slow it down. Everything is too fast. Does anybody know what to do?

If the footage is variable framerate convert to constant framerate with Handbrake before bringing into Premiere.

 

Make sure the default imput of the audio hardware in the Pref is set to none.
