Flicker/Glitch after exporting

 I'm desperate for help. I'm having trouble exporting my video! Every time I export I keep getting this glitch/flicker through out the entire video, it starts off fine, but after a couple seconds it begins to flicker. I've tried exporting under various formats and even downloading different versions of premiere. Any and all suggestions are welcomed.

I tried clearing the cache, and nope, tried exporting the video and I'm still getting the glitch effect when I play it back.
