Yeah, I noticed this UI update recently myself and so have others. I can investigate as to why the "Transform Icon" no longer exists, but in the meantime, if you just click on the word, "Motion," it has the same effect as clicking the Transform Icon. Sorry that there is no mention of this in the documentation anymore. There should be. Feel free to file a bug on User Voice: https://adobe-video.uservoice.com/forums/911233-premiere-pro
