Green and black glitching when exporting video

Whenever I export a video on Premiere Pro, the file has green and black glitching. I have looked at previous posts and have followed their suggestions to no avail.

I have set the renderer as Mercury Playback Engine Software Only, as opposed to GPU Acceleration (Open CL). 

My GPU is an Intel(R) Iris(R) Xe Graphics

Sorry, should have mentioned. All drivers have been fully updated.

Might want to convert the clip with handbrake first before bringing it into Premiere.
