Green lines on video preview on adobe premiere pro

I am experiencing this issue when using adobe premiere pro cc 2017 as well as adobe premiere pro 2020. These green lines have not gone away. I could not find anything online for this issue. I have checked my computer and all of my display drivers appear to be up to date. I have also tried project settings for DV and HDV. Any help is appreciated!

What video card and what driver number?

If NVIDIA, make sure you use the latest Studio driver.
