H.264 not rendering correctly Rendered video is playing back too fast giong out of sync with audio

When i play back the movie in premier it looks fine 
but when I render in h.264 the video plays back heaps faster than the audio which sounds right
does this in all projects that i have tried
I Can render it as an avi and works
The Frame rate is 25fps for both the source and the render...
Only since installing new CC2020 on new  AMDlaptop

Try turning off Hardware Encoding.

Is the media by any chance created by a phone? If so, it's VFR, variable frame rate ... which can easily do this. If so it would need to be converted CFR with HandBrake and re-imported into Premiere Pro.
