Having to relink proxies every time I open the project, Premiere then re-creates peak files again

Running 17.6. Every time I open this Documentary project the Link Media window appears and I have to relink my proxies. Oddly, the Clip Name is blank but they all relink correctly after I connect the first one.

THEN, once the project is fully open, Premiere starts creating ANOTHER set of .pek files, even though there are already several sets (I have Premiere set to store these next to the media - ie the proxy files in a proxy folder).

Any suggestions?

What might that be?

Post computere specs. Pr build (not just the latest) OS build and media used (codec and wrapper).
