HDR export from Premiere to YouTube

I've been able to get HDR to work on YouTube using H264 or HVEC. The problem is everything exports far too dark, and this shows on all platforms even in HDR. Working color space is set to HLG 2100. All the Color Management options on Interpret Footage are greyed out so cannot be changed.

ProRes HLG export looks correct but this is not supported on YT yet. Any ideas?

Yes the content wasn't at high enough brightness levels (HDR ranges). But in any case Premiere has limited HDR authoring and format options so I have discontinued my subscription and moved to Resolve Studio which is far superior, supports ACEScg color space too.
