and any chance any of your sources are from screen recordings or smartphones?  if so

use mediainfo to determine whether your source is variable or constant frame rate

if it's variable use handbrake to convert to constant frame rate

File showing is from an Adobe tutorial (Going Home): they are constant framerate.

Most likely this is a gpu issue.
