Looks like datamoshing. Pixel stratshing and blooming, blanding. Video like go on but old pixel stay wher they are and new comes over and sometimes blackscreen.

Try to export using only software encoding.

Another thing, your source video might have variable frame rate, you can use handbrake to convert it before importing to Premiere.
