this is a stop motion with sketch effect. There is a way you play around with if you have a video that you want to turn this way.

1- Turning the video to a timelapse/hyperlapse: In Premiere, Play around with an effect called "Posterize time"

2- Adding the Sketch effect: Export as PNG Sequence, This will create a folder with tons of images, Import all of them to Photoshop, Apply the sketch effect.

3- Reimport to Premiere and enjoy your results.

Posterize will change the frame rate of your video, and thus give a primitive similar look to stopmotion (sorry I mistakinly said hayperlapse/timelapse earlier)

Then when you export as png sequeence is when it turn it into images files instead of video

also on emore thing

the clip i have posted seems to have also a kind of distortion of the images, it is not only sketched. That distortion i think is really interesting to get

or better said, with the sketch effect i wll get a uniform "distortion" of th eimages, while it would be nice to have this changes variable

Don't know if i explained correctly
