How do I get my video output (left) to match my sRGB tiff file (right)?
I'd also like my previews to match original.

First, what color space is the tiff file in? Premiere Pro is totally sRGB, and if that tiff is in any other color space, there's an issue right there.
Second, what's your system ... the OS, and your monitor? What sort of color management are you doing? And is that the image in the Program monitor on the right and the Export dialog box on the left?

OK I clicked "display color management" in preferences and that did the trick.
Dont know why it never mattered before.

Premiere will now look at the ICC profile for the monitor in use when you set that to on. So it shows you a more correct image in the Program monitor.
