How do you merge 2 audio tracks into 1?

They are not on the same track. I have 1 crossfading into the other (overlapping), trying to make a looping sound effect. How do I merge these into 1 track?

You can nest the audio clips by selecting the audio clips on 2 tracks and then right-click > Nest.
