How to copy video into my timeline and not overwrite what's on the first video line

I often grab a piece of some other timeline, use "copy", and then go back to my original timeline and want to drop it in.  It always wants to overwrite what I have there rather than just add it as a new layer on top. Is there a way to specify when I "drop" to start at a higher layer?  See attached video for what I mean.
