Let's say I have a 20 minute video, I want to create a proxy from 10:00 - 13:00, only and not the whole video, is there a way to do that?!
Currently, there is not. Proxy will always be created for the entire clip, so that they match up correctly. If you plan on using other portions of the 20 minute clip, then Create Proxies would be beneficial.
If you only want the 3 minutes fro the clip, then possibly Render and Replace might fit your needs. Trim your clip to the desired length in the Timeline, right-click and choose Render and Replace. Set Source: to Individual Clips and choose a compatible Format and Preset (you can also creat

You could also export just the duration you desire, then Create Proxies off of that.
