how to display lower order videos on top of higher order videos (with scale reduced to say 50%).Pip works only in the order in which videos are displayed in the timeline.(ie higher order videos can be displayed on top of lower order videos with reduced scale)

I don't know what a "lower order" video is. That's not a common editing term. Can you clarify?

Premiere Pro looks down. Clips on higher tracks will obscure clips on lower tracks. That's just how NLEs work. You'll need to accommodate that.

In FCP there is an effect called blend in which you can select blend mode as behind which will serve the purpose. Does adobe premiere pro have anything like that?

In that case, you may have to move over to a proper effects program. Adobe makes After Effects. Blackmagic Design makes a free program called Fusion. Both have pretty steep learning curves, though.

You would need to apply the Blend Mode to the top clips, not the ones underneath.
