I know some people have had this problem before, but I can't seem to fix it.
When I Import an .avi Video with voice over, the Voice Over sounds muffled.
But the background music I add sounds fine.
When I delete the Voice Over track and add it as either .mp3 or .wav, the Voice Over is even more muffled.
What can I do?

Honestly, the only suggestion I have is to record it properly. I'm not sure "muffled" is something you can fix in post.

You don't understand. The audio file is fine. Its only a problem when its in premiere.

Well that's not normal. There's nothing in PP that will change the sound on it's own. You'd normally need an effect for that.
AVI isn't in common usage much these days. How was the video recorded?

I created the Video with Videoscribe. The reason its AVI is because MOV didn't render properly.
But the problem is also there with the separate .mp3 and .wav files of the audio, only in premiere.
In VLC player everything sounds clear and crisp.

Premiere Pro doesn't always like mp3 files. Convert them to wav and then import them into Premiere Pro.

This is not something we're seeing reported by others. I can only think it's a problem on your system.
You can try Steps 2E and F below. Report back.

I already started a new project a few times. And this is a complete new install of Premiere.
No Plugins, no settings changes.
I thought I read other reports of similar issues though.
Could it be something really simple, like in the settings for a new project maybe?
Or could I try different file formats? As I said I tried .mp3 and .wav so far.

UPDATE:
Just noticed I have both Premire Pro CC 2017 and 2018 installed.
And it seems to work in 2017 but not 2018.
Is that normal to have both versions installed parallel?

Yes, many people do that. I don't expect that's an issue.
Go to Edit>Preferences>Audio Hardware and make sure Default Input is set to None.

Didn't help. Uninstalling both and reinstalling 2018 also doesn't help.

I'm having the same issue and it has nothing to do with the quality of the audio. The audio is muffled across software for as long as Premiere is open and running. Even when I try to play an album on Spotify, the audio is still muffled. This is an issue with the Premiere software, not the clips being used.

I figured it out - Under View > uncheck 'Use Optimized Clips'.

i couldnt find the 'view' menu besides all my other menus such as windows and edit. is there other places where i can find the 'use optimized clips' box?

FOUND THE SOLUTION:
Premiere Pro>Preferences>Audio Hardware and make sure the sample rate is set to 48000 instead of 16000. This solved my problem with audio playing back distorted and muffled.
