How to install Luts in Premiere - Technical folder is missing!

I try to install luts in Premiere Pro on a windows platfom. I would like to have the luts in both creative and technical folder. When I import the luts in the creative folder and opens Premiere Pro, they don't show up on the list in Premiere under basic/creative. The Technical folder on my computer is futher more missing. I go to C/programe files/Adobe Premiere Pro 2020/Lumetri/Luts/Creative. So when I import them in Creative folder, they don't appear in Creative, when I open Premiere. The Technical folder is missing in the Luts folder. I have updateded Premiere Pro. Do anyone knows what the problem is?
