How to make a glitch effect like the one in this video

Hello, a while back I found some online outro maker and used it to make the outro in this video https://www.youtube.com/watch?v=NrB7VqVcAio&t=932s However, now I would like to make that again in premiere. I can do the RGB shift thing but not the lines flicker. Could someone point me towards somewhere/somebody who knows how to do this.

 

Note: I can also use After Effects as well if needed.

I'd do it in After Effrcts. Make an image sequence of stills, all clear except red or green splotches and then use the displacement map effect. You may want to ask in the After Effects forum.
