How to posterize time in a scaling still ?

I have a still image tacked onto the end of a motion clip.

The motion clip has posterized time.    The still image has scaling. 

I'd like the posterize time to continue in the still image.  That is,

I want the scaling to posterize too.  Any tips on that please?

I'll go to After Effects if I must, but prefer to stay in PPro

cuz I dont know AE very well except for simple things.

You cannot posterize a still image as it does not have any framerate.

However something IS happening, namely the zoom.
So there MUST be a way to affect that zoom behavior??
