How to recreate this background?

Hi! 

I'm a content creator in yt and I would like to recreate this ambient color background from SNES mini (https://youtu.be/cAIbB50UdUk) in my own custom gameplays. 

It's like the background takes the predominant color in the screen. I've trying to recreate, but I don't know how and i didn't found any tutorial or tips to do it.

I appreciate the help if anyone knows how to do It. Thanks!

You can have a red, green or blue matte and change the color by adjusting the hue of the proc amp as opposed to creating a matte for each color. Watch the video below at about 13 minutes into the video.
