I can not find Captions listed in file > new > captions?

In the past I have clicked on File > New > Captions and selected "closed captions" to create my own burned in captions. It is no longer listed there.  I can find it under Sequence and I can only add a caption track. I can not create my own captions?  What is going on?

If you have updated to PR 2021, there is a new workflow. Here's the reference guide:

Click on the new Captions workspace, or Window -> Text to get to the new Text Panel (Captions).
