Sorry to hear that you are facing this issue. Please try these steps and check if it's working.

1. • Reset Premiere Pro preferences: FAQ: How to reset preferences in Premiere Pro?
   • Clear the media cache

If it doesn't work:

1.Set the Renderer to Mercury Playback Engine Software Only (FAQ: How to change the Video Renderer in Premiere Pro? )
This is to check if we are facing any issues with the GPU accelerated renderer 

Once the Renderer is set to Mercury Playback Engine Software Only, try to render the sequence (Sequence > Render In to Out)

is this happening for all video clips or just one?  can you tell us the properties of the clip if it's just one?   and did it work in a previous version?  2019 is still available for downloading afaik and might be worth a test.

If you double click the video in your bin, does it show up in the source window?
