I can't figure this out??? Wierd-not-smooth-shading

To the left is the "raw" video playing on VLC and on the right is the video imported in premiere pro.

Can you se the not smooth shadings on the right? It looks like an old game or something. Even when exported and plyed on VLC its the same. But the raw video is flawless.

 

Any guesses?

Stupid me to take a scrshot when in 1/2🤣 That was the first I tried.

From full to 1/4 and its still the same. Even when exported. So thats not the issue.
