I can't play my 4k movie after encoding.

I have a video consist of 2 types 4k source. (phone video and drone video)

I finished to make my video and encoding.

But, the result can't play smoothly espacially part of drone video.

It plays without any problems in preview.

I removed caches and tried to format. but it doesn't work.

How can I do?

CPU : AMD Ryzen 7 3800XT 8-core 3.9GHz

Ram : 32gb

GPU : GTX 1050ti

another information, 

4K video from my phone is H.264,

4K video from my drone is H.265.

I encoded with H. 264

The footage is variable framerate convert to constant framerate with Handbrake before bringing into Premiere.

I tried to 1080 Full HD encoding, It succeded.

But when I trying to encoding with 2160 4K, It occured rendering error.(accelerated renderer error)
