When you go to the end of the clip, hit the left arrow to go back one frame so you're still ON that clip ... now make your keyframe.

 

You're actually making a keyframe on the blank area, not that clip. Remember, the playhead is at the beginning of the next frame, always.

makes sense but it didnt work, and then sometimes certain clips will let me increase or decrease an effect whereas some might not. It really weird.

Either apply the effect then nest the clip and time-remap, or rime-remap, nest, apply effect.
