I found an mp4 animation I would like to buy for my website, however, it needs edits

Is there a way to convert an mp4 animated file so I can edit a few of the characters?  

I reached out to the author to offer a gig to do the edit but no reply.

This is the MP4 I will purchase and hope to modify the race of some of the subjects.

Don't think this is feasible, rather lot going on in the picture. You need the original.
