I used adobe premiere pro cc 2017 on past projects. Now I can't open these projects with cc 2017. any suggestions? my mac system requirements aren't able to accept the latest version. ?

What error message are you getting? Did you upgrade the projects by trying to open them in a newer version?

Please tell us your system specs: OS version, Premiere version, amount of RAM, Hardware specs including graphics card.  Are you sure you have plenty of empty disk space?  Are you running any other programs at the same time?  Have you installed any new programs or hardware on your computer?
