I want to hire someone to write a simple custom Plug-in/effect. Recomandations?

The built in "TimeCode" effect in Premiere in creates a visual counter overlay.  However, the time base that it can create is limited, and I want to expand it (Or create a different version) that will work for 18fps and might as well 16fps.

 

Any help pointing me in the direction of making that happen would be greatly appreciated.

Hi Doug,   I don't know of any candidates, who'd write that updated plug-in.   The PPro team is currently investigating some improvements to timecode overlay capabilities, which may address that issue; I can't comment on any potential release dates.

BTW, a similar effect in After Effects works just fine, so pehraps there is an easy solution?
