image skips after exporting

Hello,

As you can see in the annexed file, almost every time I export a video on Premiere pro, there is a moment where the image skips and get ugly.

I export for Youtube Hd 1080.

Does anyone know how to solve it?

Problem is, I do not see it while editing the video on Premiere pro.

Only after exporting it on my desktop.
