Importing a 17th Item into a Bin causes Premiere to lock up

I'm using Premiere Pro CC 2018 because the latest version runs poorly on my PC. I've had little to no troubles with it - up until just recently. I generally create bins and save them to my Tools Panel so I can easily access items from within while bouncing between Effects and the Source monitor; I store items relevant to the video I'm working on within that bin and refer to them when necessary.

But now all of a sudden when I import a 17th item (I tested this with 2 bins and multiple imported items, just to be sure), Premiere locks up and moves super slow to the point where it's unusable.

Any idea what could be causing this and how I can fix it?
