I frequently import individual layers from a photoshop into premiere. But when I create a new layer in my photoshop doc below the layer I have imported-- even if the name of the imported layer stays the same-- the premiere doc can no longer find my imported layer. Is there a way to make sure that premiere locates my photoshop layer by way of its name rather than by way of the sequence of layers in the doc?

When you import a layered file into Premiere Pro and then modify it by adding layers, you need to import it again and then replace the clip on the timeline with the newly imported file.
Edit:
I missed this workaround in the link by Carlos Ziade :
Tip: If in doubt, use extra empty layers in the original Photoshop document that can be incorporated into your Premiere Pro sequence as blank clips. You can add new contents to the file in Photoshop later if you need to.
