I recently installed the last update for Premiere pro, however, everything was ok when it soon enough appeared at the beginning a message that my laptop hardware was insufficient for running this program. Then I verify if drivers were updated, try to install from the solutions page from Adobe, and it couldn't run well this time. I have an intel core i5 7th generation with Nvidia GeForce GTX, and it's impossible. Besides that, my preview screen of the video editing is altered in neon colors.

Which specific i5 CPU do you have? And which GTX GPU?
If it's a GTX 800 series, then it may be of a model that had been EOSL'd in 2019.
The only fix for this, unfortunately, would be to downgrade (revert) all the way back to the oldest currently available version, 13.1.5.
