Intel Quick Sync not enable?

I can't enabale Hardware encoding when I export my video.

I was enable IGP  success 
I was update last versin for grapgic driver

I was "Enable hardware accelerated decoding"

I was choose: Renderer: engine GPU (CUDA) in project setting

I was choose format H.264, but Hardware encoding still grey, can't change it

I use Adobe Premiere CC 2018 version: 12.1.2
CPU: i7 10700 
VGA: Asus GTX 1660

Mainboard: MSI MGP Z490 Gaming Plus

I'm also have a other PC have VGA: 1050 ti, CPU: i7 7700, also use same adobe premiere cc 2018 (12.1.2) and this PC can enable hardware encoding.
I don't understand. Can you help me?
