Is it possible to remove these vertical blue lines / noise?

Hello, I have a few five years old broadcast recordings that I want to convert to mp4. Before converting them, I want to remove some annoying vertical blue lines and noises which always show up in dark scenes. Is there a filter or another way to reduce these artifacts (check the attached screenshots) with Premiere Pro or any other software?
