Is Premiere Pro the right programm for videos like this?

After Effects!

You could do 'some' of the things in the video you linked but not all in Premiere Pro

Likely a combination of Premiere and After Effects. You could probably do this in either one. I recommend you start with Premiere and add After Effect when you have more confidence and need its power.

Premiere Pro will work for the video editing and titles but a lot of the backgrounds may have used Photoshop and Illistrator.
