Is there a way to move the "segment" of video within a clip on the timeline?

I was pretty sure this was possible but I can't even work out what language to use in google searches.  

 

This is work for a music video and I want to shift the video inside a given clip a few frames back to better get the sync between the singers mouth movements and the music.  I can move the clip itself but that messes with transitions in a few parts.  Not the end of the world, but I just thought there was a way to shift the timing refrenced in a clip from the original shot.  

 

In case my wording is still confusing - if I have a 4min video and i'm using a clip that's maked from 0:11 to 0:17  - can i make that 0:10 to 0:16 without pulling the clip out of the current video track and expanding it and repositioning it.
