Likely Premiere hasn't interpreted the footage correctly or the sequence you have created has the wrong frame rate as it's slowing down your footage. Perhaps post details of what you recorded, your sequence, maybe premiere version just in case. Also, OBS may have recorded a file that doesn't play well with Premiere and it's good practice to run your file through a transcoder to get it to be uniform in frame rate and have all the proper metadata attached. Handbrake is a popular app for that.
